Town Manager Cindy Blackmore announces the promotion of Joshua McIntire to the position of Police Chief upon current Chief Charles “Chuck” Wynn’s retirement. The promotion of McIntire, who currently serves as Deputy Chief, is effective August 15, 2024.
In August of 2023, McIntire was promoted to the newly created position of Deputy Chief after a rigorous internal selection process. The Deputy Chief position was created by the Town anticipating Chief Wynn’s upcoming retirement. “With the impending retirement of Chief Wynn, who has served the town with distinction as Chief for the last 12 years, having a succession plan in place was prudent to assure a smooth transition with little impact to the safety and security of our residents, businesses and guests,” said Chino Valley Town Manager Cindy Blackmore. “Having Josh serve in the Deputy role has allowed him to observe, learn, and actively prepare for this next step in his law enforcement career.”
“I am honored to pass the torch to Chief McIntire, “ said retiring Chief Wynn. “From the day he started with the department he has been dedicated to making the Chino Valley community safer. His enthusiasm and endless energy will serve our citizens and Police Department staff well. Over the past year, while serving as Deputy Chief, he has spearheaded a number of important projects including updating the town’s emergency operation plans and beginning the process of accreditation. I look forward to seeing the department continue to excel under his leadership.”
McIntire was quick to thank outgoing Chief Wynn for his influence and mentorship. “For the past 12 years Chief Wynn has built a strong foundation for our department that is rooted in safety, community service, and an innate organizational belief that our citizens always come first,” McIntire said. “I am humbled by his faith and trust in me to move our department forward into the future.”
When asked about his goals in the town’s top law enforcement role, McIntire stated his top priority is to maintain the close relationship with the citizens that Chief Wynn has built. He said he wants to achieve that through focusing on community policing and ensuring officers are highly trained to deal with any situation that may arise, or any need the public may have. “My intention is to predictively plan for staffing, operational, and service needs so that department can proactively meet changing community needs as our town grows.” McIntire said that Chief Wynn has left a great command structure in place. Partnering with his command team McIntire wants to foster pride and commitment to the common goals of professionalism, approachability, safety, and service excellence throughout the organization. “We only exist to serve, and we must never forget that” he said.
After graduating from the police academy in 2002, McIntire served as a sworn peace officer for local law enforcement agencies in California prior to being hired by the Chino Valley Police Department in January of 2016. Throughout his career, Deputy Chief McIntire has held many positions rising through the ranks. He became a Lieutenant on the Chino Valley team in 2020. He received awards for Meritorious Conduct, Life Saving, Officer of the Month on two occasions, and was recognized by the State of California for Auto Theft Recoveries as well as receiving multiple other departmental and community commendations.
Deputy Chief McIntire holds a bachelor’s degree from California State University of San Bernardino, a Master of Science degree in Business Management/ Leadership from Embry Riddle Aeronautical University and graduated the FBI-LEEDA Leadership Trilogy program. In addition to spending time with his wife of 20 years and his two children, McIntire enjoys cooking, spending time outdoors and donating time to local organizations.
The formal swearing in of McIntire as Police Chief will be administered by Judge Joan Dwyer at the Town Council Meeting on Tuesday, September 10, 2024. Council meetings begin at 6:00 pm and are held at Town Hall, 202 N. State Route 89, Chino Valley and are always open to the public to attend in person or view online on the Town’s Facebook page.
