In what is being billed as a responsible development initiative that could force Prescott Valley to send the rezoning for Project Lynx or “the Amazon warehouse” to the ballot is looking for support and signatures.
Out by the old mothballed horse racetrack, on Prescott Valley’s east side is a hundred-acre rectangle of land owned by Fain Signature Group. The Fains got it rezoned by a sympathetic mayor and council and the Fains want to sell or lease part to Amazon. But activists are tired of developments getting rammed through automatically, and want approval or disapproval by ballot vote, taking control away from a suspect town council headed by mayor Kell Palguta..
Citizens 4 Sensible Growth is the new activist group. Activists want to stop the rezoning of 19 out of 100 acres which could lead to more industrial uses including warehousing once the parcel is rezoned. They say it could also force locals to fight the fees and adjacent landowners on every adjacent parcel proposed in the future.
The group says, “Come meet responsible citizens outside the town library where you can sign a petition; the rezoning of the 19 acres could be put into abeyance or suspended if we get the project through to a referendum position on a ballot.”
Some of the same people that worked against the annexation of Lakeshore 650 (east side of PV, owned by Fain Signature Group) which was to be 3,500 homes, but now going to a public vote on the general election 2026 ballot, are the people that are working on this.
Prescott Valley Town Council just approved this new Amazon zoning which allows commercial uses with heavy impact. Amazon plans an 86,000 square foot warehouse there but they already have a warehouse off of Enterprise Parkway (with its signal light on Highway 69) and there is land near the existing place that could allow for their expansion.
There are only a net additional jobs of about 160 because those working at the current location will have to drive the extra 15 minutes east to the proposed new location.
There are people living in an adjacent RV Park where Amazon and the Fains want to build, but this could create an enormous amount of traffic on what’s known as County Fair Trail. Some fear that that road would have to be converted to a four-lane industrial collector road because of all large truck and small van delivery vehicles that are used by Amazon feeding onto highway 89A. ADOT and the town engineer are aware of this.

In addition, we know that Pronghorn Antelope herds are roaming that area and there’s nothing planned to protect them, not even a road crossing yet; but as you know I’m trying to advance that cause in my nonprofit known as “Save the PV Pronghorn Antelope” that has a site on Facebook and a section on eyeonpv.org where you can learn more; Save the PV Pronghorn Antelope is now getting 48 new hits a week; and used to get 18-19!
If the movement to stop this warehouse fails, and Amazon/Fain win, organizers might be able to, as a town, get Amazon to foot the bill for new road work and activists say the developer should pay costs for the extension of utilities on the project.
But one major issue is that the mayor and council of PV don’t listen to the people, and in the nearby RV park, residents will have to endure traffic. “So come on out to our informational table and consider signing the petition there in front of the town library (10 am to 5 pm beginning this week!),” said one activist. They only have until June 14th to get 2,000 signatures in to the town clerk !
This is another example of taxpayers taking back the town and this group of volunteers are to be patted on the back for this effort and the other people who worked on the Lakeshore 650 effort.

Great article Bill. I might add, Mayor Palguta spoke about this before the vote (5-2 ) to move forward to the affect the town looked at land around Valley Road and determined it was to uneven for their new facility. However, a call to a senior official in Community Development told me ” We only go to the property called for to determine if it is building acceptable”.
So once again we see the Fain family and developers having their way. This will continue until we can place a New mayor and three New council members on the dias July 2026. Consider running for mayor or council; now! It’s time to move forward. Sign the petition NOW! And organize to select NEW people to take back Prescott Valley from the GREEDY running it now.
Won’t be long until the developers have created another Los Angeles-type land grab/development with the associated traffic mess right here in Yavapai County. My wife and I moved here from Commie-fornia to escape such a disaster, and we strongly oppose such further greed-based over-development that has no place here. Do existing residents no longer have any power to stop these greedy land barons?
