Prescott Valley Voters Shoot Down Local Propositions – Bill Williams

Prescott Valley residents rejected any local proposition that had to do with costing them something.  Even though PACs directed by the Fain Signature Group reported spending more than $150,000 in expense reports, they could not get their two development zoning referendums across the finish line.

The Fains sought a new sand and gravel pit location but a citizen group rose up to beat that back – Prop 404 – a partnership with Asphalt Paving and Supply (APS) which Brad and Ron Fain justified because they say they need the sand and gravel for more development. Activists claimed “too much dust blowing toward houses and too much truck traffic and APS already has a huge gravel operation in PV.”

The Fains’ Prop 492 also failed, which would have created a 3,500 home development on the east side of town – called Lakeshore 650 – which is on county land the Fains wanted rezoned in their favor. Activists said that PV does not have the water for that many families and construction would have rerouted a large herd of antelope.

And many locals were vehemently opposed to the new voting center created by County Recorder Burchill inside of Fain Signature Headquarters in the PV Town Center, built by the Fains, next door to the Legado Apartments where the $60 million dollar arson fire occurred two Easters ago. Activists said “total conflict of interest having a voting center inside Fain HQ with two of their measures on the ballot.”

Residents also rejected an aquatic center that was to include day care, an indoor jogging track, workout center and indoor pool. A few years ago a $40 million dollar joint venture with YMCA was shot down. The new proposed version would have been about the same cost and require a new tax. The town already has a plan on the drawing board to replace an aging pool in Mountain Valley Park. And activists point to a survey showing residents want a new pool… not all the other frills described above.
