City of Prescott Updated Unofficial Primary Election Results as of August 6, 2025

Below is a summary of these updated numbers as provided to the City Clerk’s Office by the Elections Department:

Total Ballots Cast – 17,696

Mayor: 

Brandon Montoya – 6,891 Votes

Cathey Rusing – 10,174 Votes

City Council Three 4-Year Seats: 

Henry Ebarb II – 7,135 Votes

Mary Frederickson – 8,771 Votes

Robert “Jim” Garing – 8,765 Votes

Greg Lazzell – 6.856 Votes

Jay Ruby – 7,670 Votes

Based on Prescott City Charter Article IX, Section 6 calculating a majority of valid ballots cast, unofficially, the following candidates have been duly elected:

Mayor – Cathey Rusing

As of the time of this release, none of the five candidates for Council have reached the majority calculation number to be considered duly elected at this Primary Election. This number is 8,809 and is calculated as 50%+1 of the total number of valid ballots cast. Therefore, pending approval of the canvass by the City Council at the Tuesday, August 26 Voting Meeting all five Council candidates will move forward to the November 4 General Election Runoff.

In addition to the Council races, citizens also voted on Proposition 482 (Home Rule) and Proposition 484 (Open Space) as follows:

Proposition 482:

Yes – 12,925

No – 3,914

Proposition 484:

Yes – 14,475

No – 2,787

As a reminder, all numbers included in this release are unofficial and subject to change. As of 2:30 p.m. on Wednesday, August 6 the County has 26 ballots to be cured and 8 ballots to be tabulated. Official results will be announced as they become available from the County, and the City Council will approve the canvass at their Tuesday, August 26 Voting Meeting which will make the results final.
