Following a special meeting and executive session on Tuesday, May 20, 2025 Prescott City Council selected Patrick Grady to serve on the body. Mr. Grady was selected following a public meeting where council interviewed the three finalists including Mr. Grady, Sherrie Hanna and Rex Mason. Mr. Grady was sworn in by Mayor Phil Goode. He will serve out the remainder of the term vacated by Cathey Rusing, through November 2027.
In his application for the council seat, Mr. Grady said “I enjoyed 30 years in public service. I believe that my local government experience can be of benefit to the community.” Mr. Grady has served multiple positions in local government, most recently with the City of Phoenix as Director of the Community and Economic Development Department. He is an active volunteer with several local organizations, and currently serves on the Prescott Sustainability Working Group, in collaboration with the City Manager’s Office.

This appointment is an insult to the citizens of Prescott. If the Mayor and Ms. Fruwirth needed to recuse themselves from the final selection, why were they allowed to participate in the screening of candidates in the first place? Mr. Grady may have been the best candidate. But we will never know for sure because the selection process was so flawed. This is an embarrassing, amateurish, and probably illegal outcome. Where was the city attorney?
The city made the resumes and applications of all the candidates (finalists) available to the public before the interview. The city also conducted the interviews in public – you can watch on the city’s You-Tube Channel and judge for yourself who the best candidate was.
I make no judgment on Mr. Patrick Grady’s personal integrity or basic competence. But it is fair to note that he has been a lifelong municipal bureaucrat in the Democratic city of Phoenix and has no prior civic involvement in Prescott. Is that how we keep our city government on a tight leash— appointing people to the City Council who have spent their careers in big city governments? Can we imagine Mr. Grady ever opposing a tax increase on citizens or a pay hike for city workers?
Prescott city council positions are non-partisan according to the City Charter. The idea is that the most qualified individual is selected, regardless of party. Mr. Grady’s extensive economic development experience was obtained in multiple cities (not just Phoenix). And his extensive prior civic involvement in Prescott will be an asset as well.
What happened to the conservatives we elected to the City Council? It looks like they’ve been co-opted by the city government and liberals on the council. Instead of putting his foot down, our once fine Mayor is going out with a whimper.
Correct me if I’m wrong, but I see that only two elected council members voted for Grady. Republicans had to recuse and sit this one out due to party affiliation. If being a council member is a non-partisan position, and political party affiliation was not on the candidate application form, how would anyone know that they they needed to be recused?
DID MAYOR GOODE AND COUNCILWOMAN FRUHWIRTH VOTE IN THIS EXECUTIVE SESSION TO SELECT THE THREE FINALISTS? IF YES, PERHAPS A DO OVER IS IN ORDER?
Following an Executive Session on Tuesday, May 13, 2025 Prescott City Council selected three (3) finalists for interviews to be conducted during a Special Meeting on Tuesday, May 20th at 1:30 p.m. in Council Chambers.

Sherrie Hanna
Rex Mason
There were four finalists out of five applicants. One dropped out (Lamerson). There are no votes taken in Executive Session.
