Both Sen. T.J. Shope, R-Coolidge, and the Department of Water Resources have each proposed agriculture-to-urban programs.
Both are focused on converting land with agricultural water rights into land and water for urban development.
The programs differ in timeline. Senate Bill 1611 has a shorter goal for passing the program. The Department of Water Resources has no strict deadlines.
The Senate bill also differs from the ADWR plan in that it wants to loosen some water provider obligations for developers in cities without a designated provider.
Communities and water experts weighed in on both programs, which look at the convergence of water, agriculture and urban development in Arizona.

The article presents the question of water rights, but introduces no answers, leaving the readers scratching their heads. A titillating joke evidently designed to provoke controversy that goes nowhere.
Retiring Farmland???
A better idea would be;
1) To stop the wasteful water use of the the current Residential and City water rights, (referred to Irrigation Rights), that allow “Flooding-Type” Watering of Property/Landscape. A more efficient of a Watering type can save Millions of Gallons of Water each MONTH.
2) Redesign and Modify the Central Arizona Project Canals to slow down the Evaporation loss of Water in the Desert, High-Ambient Temperatures of the Desert.
Converting Agriculture-to-Urban only leads to Urban Overpopulation as documented by Southern California failed Urban Planning or lack thereof.
Btw, with all the High-Density Rental Properties being built in the West Valley what happens when all the Tenants flush their Toilets all at once?…..Is there enough water supply?.. Hmmm
