Texas spent recent years building an economic boom — creating a top state for innovation and growth. Dallas just watched the Texas Stock Exchange ring its opening bell, a challenger to the New York Stock Exchange and Nasdaq built on the premise that the state’s economic rise makes it the natural new center of gravity for American capital markets.
Texas’ rise has been powered in large part by the data centers and computing infrastructure pouring into the state. Unfortunately, Texas is moving to hobble the very tools underpinning its boom. Gov. Greg Abbott directed state regulators in June to crack down on data centers.
Grid officials are now claiming even broader authority to police the industry. Abbott announced Monday that all new data center projects will need to be audited by the Public Utility Commission of Texas and the state’s grid operator, the Electric Reliability Council of Texas.
A state whose identity is now premised on American capital and American technology coming together should avoid killing the geese that lay its golden eggs.
This same tension is playing out at the national level as Congress prepares to debate a series of artificial intelligence bills this fall. President Trump is rightly and firmly in support of AI innovation — warning New York that its data center moratorium will harm the Empire State.
Lawmakers face a real challenge: addressing AI’s risks without sacrificing America’s technological leadership. That’s easier said than done because of human nature.
Behavioral scientists have long known that people are wired to fear losses more than they value comparable gains. Nobel Prize winners Daniel Kahneman and Amos Tversky call it loss aversion. Experiments consistently find most people feel the pain of losing money much more intensely than the satisfaction of gaining the same amount.
This same instinct can also cause societies to overreact to visible risks while overlooking far greater long-term costs. This is equally true of the AI debate.
Most headlines focus on what AI could take away: jobs, privacy, water, electricity, or even humanity itself. Those concerns deserve serious discussion and sensible guardrails. However, Americans hear far less about what they stand to lose if the United States slows AI development while China and other adversaries accelerate.
A recent satirical graphic by Jason Isaac at American Energy Institute made the point perfectly. It challenged opponents of data centers to sign a “No Data Centers Pledge” by agreeing to give up remote work, cloud storage, Amazon, Netflix, GPS, online banking, email and emergency weather alerts.
The graphic landed because it conveyed an uncomfortable truth about loss aversion. Data centers are no longer just warehouses full of computers. They are a backbone of the modern economy — like highways, ports, railroads and electric grids for earlier generations.
We’ve seen the power of consumer framing before. Several years ago, Congress considered antitrust bills targeting America’s largest technology companies. For months, the debate centered on abstract concepts such as “market concentration” and “consumer welfare standard.” Then opponents reframed the issue in plain English: “You could lose your Amazon Prime.”
This messaging worked because it translated complicated policy into something consumers immediately understood. People don’t organize around antitrust theory. They organize around everyday things making life easier.
Supporters of AI leadership should learn that lesson. Instead of asking only what Americans fear losing if we build data centers, we should also ask what humanity loses if we don’t.
Will the next generation of cancer diagnostics be invented by Americans — or the Chinese? Will the world’s best AI tools be built by companies accountable to democratic governments or to the Chinese Communist Party? Will American manufacturers, farmers, hospitals and small businesses have access to the world’s most advanced computing infrastructure, or be forced to rely on technologies developed elsewhere?
The choice isn’t between AI and no AI. It’s between American AI and adversarial AI.
America made this mistake before with nuclear power plants, despite pioneering this technology. After accidents at Three Mile Island and Fukushima, many Western countries sharply slowed or abandoned nuclear energy. Those accidents understandably shaped public opinion but also overshadowed decades of evidence showing that nuclear power has one of the lowest mortality rates per unit of electricity produced among major energy sources.
The result? Developed countries became more dependent on imported fuels, faced higher electricity costs or delayed emissions reductions. Meanwhile, China continues to expand its nuclear capacity and builds reactors faster than any other nation.
The lesson isn’t that risks should be ignored. It’s that dramatic, highly visible risks often receive far more attention than the equally real costs of standing still.
An unusual coalition from America’s Left and Right is raising concerns — including AI hysteria fueled by anti-American adversaries — about AI infrastructure. Environmental effects, land use, grid reliability and consumer costs all deserve careful attention. Sensible standards and safeguards can improve and facilitate innovation.
There is an important difference between putting up guardrails and putting America in decline. If America sabotages its AI capacity, China won’t slow down in solidarity.
