U.S. Vets Plans Groundbreaking for Fort Whipple Development for Homeless Vets

Gov. Katie Hobbs will join U.S.VETS Prescott, Gorman & Company and community leaders on May 16 at 11 a.m.to celebrate the groundbreaking of Fort Whipple, a new permanent supportive housing development for homeless and at-risk senior veterans and their families on the Northern Arizona VA Health Care System campus located at 500 Highway 89 North in Prescott.

Fort Whipple’s historic officers’ quarters—which are being converted into 23 apartments—are expected to be ready for occupancy in early 2026, followed by the anticipated opening of a new four-story complex with 80 homes. The new homes will also provide ready access to healthcare through the VA and support services through U.S.VETS, including mental health programs, peer support, employment assistance, transportation and case management.

“We’re incredibly pleased to be a part of Fort Whipple and are grateful for our public and private partners for their ongoing support and collaboration in getting this tremendous project underway to ensure more veterans have a safe, stable place to live,” said Bryan Campbell, executive director of U.S.VETS Prescott. “It’s the least we owe the men and women who wore our nation’s uniform.”

Veterans comprise 13% of the homeless population in the Prescott area, according to the 2024 Point-in-Time count. Many of them are elderly or disabled. Of the veterans U.S.VETS Prescott serves, 61% are 55 and older, and 90% are disabled.

Located just northeast of downtown Prescott, the site is well-positioned with access to healthcare, retail, parks and transit. The project reaffirms both U.S. VETS’ and Gorman & Company’s shared mission to end veteran homelessness and provide long-term stability for those who have served.

“This project is a powerful blend of preservation and progress,” said Sally Schwenn, Arizona market president for Gorman & Company. “We’re not only restoring these historic structures, but we’re also creating safe, dignified housing for Veterans within Northern Arizona, and building a strong, supportive community that honors their service.”
