Update: February 27, 2:09 PM Read the statement released by Judge Howard Hinson regarding this situation.
Editor's note: We received the following correction from Lisa Barnes, the Executive Director of Prescott Alternative Transportation (PAT):
I wanted to make you aware that in Bill's Roundup for February 26 he noted that a Complete Streets Town Hall was scheduled that evening at Prescott College Crossroads Center. This is incorrect! The Complete Streets Town Hall is scheduled for March 26, 6-8 PM, at Prescott College Crossroads Center.
Anyone interested in hearing about how we can complete our streets to accommodate all modes of travel - walking, bicycling, transit, and private vehicle - or whether we should continue with our current car-only transportation planning should mark their calendars for March 26, 6 PM, Prescott College.

On February 7th at 11:00 am, the Prescott Valley Police Department responded to the Terraces at Glassford Hill for a complaint of a female subject screaming and yelling and what sounded as if a cat was being thrown around.
Officers arrived and contacted cat owner 21 year old Laura Ann King of Prescott Valley. While on scene officers found a deceased cat. The condition of the cat led Police and Animal Control Officers to initiate an investigation for Animal Cruelty.
The cat was an 8 month old grey tabby named Peppermint Pattie.
On February 8th the Prescott Valley Police returned to King’s residence and she was taken into custody and booked into the Yavapai County jail for felony Animal Cruelty.
On February 10th, King was released from custody when she bonded out.
On February 10th the deceased cat was sent to the Arizona Diagnostic Laboratory in Tucson, AZ for a Necropsy. The necropsy cited numerous injuries found on the cat that concluded the damage was likely the result of blunt force trauma. Formal charging was held pending results of the Necropsy.
Felony and misdemeanors charges are being pursued against King for animal cruelty and disorderly conduct.
The crime of cruelty to animals is one that is taken seriously. Cases that are brought to law enforcement’s attention are aggressively investigated. As is the case with many crimes, the Police rely on citizen involvement in bringing cases of cruelty to our attention. Without a report making the crime known, the investigation will not be started and we are not able to work to make the animal safe.
As an additional safety note, the Prescott Valley Police Department would also like to remind citizens that we are entering a weather season that brings great potential for temperature and weather changes. Please be mindful of the effects of both high and low temperatures on your animals as they can vary a great deal day to day during Arizona spring weather. On cold nights, water dishes can freeze and not allow outside animals access to water. Warmer weather can cause water to evaporate quickly as well.
In December of 2008 the Transportation Security Administration (TSA) mandated security increases at airports nationwide, including the Prescott Municipal Airport. The security requirements, among other things, mandate that all persons having unescorted access to any portion of the Prescott Municipal Airport within the bounds of the Airport Fence Line apply for and receive an airport issued access ID contingent upon successful completion of a Federal Security Threat Assessment. The mandatory compliance deadline was established as April 30, 2009.
As of today (February 23, 2009), the City of Prescott has received word that the compliance deadline is being extended from April 30, 2009 to June 1, 2009.
The other requirements of the TSA mandate remain unchanged. Therefore the City of Prescott will continue to implement the requirements of the TSA mandate to be in compliance with the June 1, 2009 deadline.
Additional information will be available on the City Website as it becomes available. If you should have any further questions, please feel free to contact the Airport Management at firstname.lastname@example.org.
