Works under general supervision of a Rehabilitation Services Supervisor or Program Manager,in the provision of Vocational Rehabilitation services to persons with disabilities, including persons with physical, sensory and mental disabilities, interprets and applies regulations and policies. Performs outreach activities in order to increase referral base. Interviews consumers for services, describes the vocational rehabilitation program or the RSA program of choice, and informs consumers of rights and responsibilities. Facilitates problem solving and decision making processes in partnership with consumers which results in development of an Individualized Plan for Employment (IPE) as well as future amendments as may be required. Maintains regular contact with clients and vendors to achieve successful employment outcomes. Traveling may be required.
KNOWLEDGE OF: Federal and State laws, statutes, rules, regulations, personnel policies and procedures pertaining to the provision of vocational rehabilitation services to persons with disabilities, including physical, sensory cognitive and psychiatric disabilities; principles and practices of vocational rehabilitation, learning and mobility problems of persons with disabilities including physical, sensory, cognitive and psychiatric disabilities; functional limitations imposed by a variety of disabling conditions; needs of persons with disabilities, physical, cognitive, sensory and psychiatric disabilities; services related to transitioning from school to competitive employment; resources available in the community for the alleviation of health, educational and financial needs; qualifications and requirements for a wide range of occupations; occupational opportunities and labor market trends applicable to the community; policies and procedures established for the work system; methods and techniques of instructing persons with physical, cognitive, sensory and psychiatric disabilities; computer access technology and assistive aids and device; job preparation and job readiness skills.
SKILL IN: Work management and work leadership; interviewing and eliciting information; counseling persons with disabilities, including physical, sensory, cognitive and psychiatric disabilities; providing information, resolving problems, motivating and achieving goals; performing medical psychological vocational data analysis; evaluating, interpreting and observing behavioral impact on potential employment opportunities; case management; oral and written communication; communicating with persons with disabilities, including physical, sensory, cognitive and psychiatric disabilities; skill in communicating with service providers, consultants and employers; advising and training special interest groups, representatives, and general public on the needs of persons with disabilities, including physical, sensory cognitive and psychiatric disabilities.
ABILITY TO: Prioritize, assign and review work; effectively utilize resources; resolve issues; provide information to customers, providers, community organizations and agencies; evaluate and manage cases; establish and maintain effective working relationships; analyze and interpret medical and psychological reports.
SPECIAL SELECTION FACTOR: Master’s Degree with major Rehabilitation Counseling; or Master’s Degree in Related Field;or Master’s Degree in a Non-Related Field plus one year of Human Service Experience; or Bachelor’s Degree in Related Field plus two years of Human Service Experience; or Bachelor’s Degree in a Non-Related Field plus three years of Human Service Experience. Must meet eligibility standards for Certified Rehabilitation Counselor (CRC) established by the Commission on Rehabilitation Counselor Certification (CRCC) within 6 years of employment as a Rehabilitation Services Specialist.
Note: Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona fingerprint Clearance Card that meets DES requirements for a Level One card.
